What people outside the U.S. often fail to understand... and for that matter, what many inside the U.S. fail to understand is what the "S" in "U.S." stands for. In the United States, the States are sovereign in all areas not otherwise specified by the U.S. Constitution. If France had a natural disaster, people would not blame NATO for failing to act, because NATO cannot act legally in France unless France asked NATO to help.
The Posse Comitatus law prevents the U.S. military from being used inside the United States except under very limited circumstances. Only when the governor of a state has declared a state of emergency and asked for Federal troops, can Federal troops be used in that state.
